The first decision is not whether Copilot Wave 3 agentic AI features are more impressive than Claude Cowork or ChatGPT Agents. The useful question is where the agent is expected to live. If the work already sits in Microsoft 365, with files in SharePoint and OneDrive, meetings in Teams, email in Outlook, and admins accountable for access and auditability, Copilot Wave 3 has the cleaner operating model. If the work cuts across many tools and local files, Claude Cowork Pro is easier to imagine as the flexible operator. If the work is mainly browser research and web execution, ChatGPT Agents and Operator are the more natural fit.

As of Q3 2026, the short version looks like this: choose Copilot Wave 3 for Microsoft-centered teams that need governance as much as autonomy; choose Claude Cowork Pro for cross-platform users who value connectors and local file handling; choose ChatGPT Agents for web-native tasks where the browser is the main workspace. Microsoft’s June 2026 Copilot Cowork launch matters because it is not just another chatbot panel. Copilot Cowork became generally available on June 16, 2026, with long-running autonomous tasks, progress checkpoints, multiple operating modes, and a multi-model setup that includes OpenAI and Anthropic Claude models inside Microsoft’s Copilot environment.[1] The important phrase is “inside Microsoft’s environment.” For buyers who will be asked who approved the agent, what data it touched, and how its actions were governed, that placement changes the comparison.

Microsoft also wrapped Wave 3 into a broader licensing and governance push. The E7 Frontier Suite was announced at $99 per user per month and bundles Microsoft 365 E5, Copilot, Agent 365, and Entra Suite, with Microsoft saying that package is $18 per user per month less than buying the components separately.[2] That price is not comparable to a $20 standalone AI subscription in any simple way. It is a stack decision, not a chatbot decision.

What Copilot Wave 3 actually adds

The Copilot Wave 3 agentic AI features are easiest to understand as four connected layers: Copilot Cowork for delegated work, Work IQ for organizational context, Edit with Copilot for Office-native document action, and Agent 365 for governance. None of those is quite enough by itself. Together, they make Microsoft’s argument that agentic AI should behave like part of the tenant.

Copilot Cowork: delegated work with checkpoints

Copilot Cowork is the most visibly agentic piece. Microsoft describes it as a way to hand off longer-running tasks to an AI coworker, with progress checkpoints rather than a single opaque response at the end.[1] That design choice is more than interface polish. In real teams, unattended work needs handoffs: a draft to approve, a decision to confirm, a missing file to supply, a risky action to stop before it spreads through a workflow.

The launch materials describe four Cowork personas: Cowork Complete, Cowork Lite, Trusted Runner, and Background.[1] The labels matter less than the operating pattern. Microsoft is trying to separate fully delegated work from lighter assistance and background execution. That matters for admins and managers because “agent” is too broad a word to be useful. A background helper that drafts a meeting brief is not the same risk category as an agent that updates files, triggers workflow steps, or coordinates across apps.

Work IQ: context is the real feature

Work IQ is Microsoft’s context engine for grounding Copilot in organizational data from files, meetings, email, and chat, with planned connections to Dataverse through Dynamics 365 and Power Apps.[3] That is the less glamorous part of Wave 3, and possibly the most consequential. An agent that lacks organizational context can still summarize, draft, and browse. It cannot reliably tell which version of a sales deck matters, which stakeholder owns the decision, or which project thread changed after the last meeting.

This is where Microsoft’s incumbent position becomes a product advantage. The company does not have to persuade a team to move work into a new agent workspace if the work is already in Word, Excel, PowerPoint, Outlook, Teams, SharePoint, and OneDrive. It can make the agent more useful by using the permissions, identity, and content graph that the organization already depends on.

Edit with Copilot: agentic work inside the document

Edit with Copilot, formerly known as Agent Mode, is generally available in Word and Excel as of March 2026, with PowerPoint and Outlook rolling out.[4] That is the kind of feature that can look ordinary in a launch post and become decisive in actual use. Knowledge work often fails at the seam between advice and action. A model can suggest how to clean a spreadsheet, rewrite a clause, or restructure a slide, but someone still has to apply the change in the working file.

Microsoft reported early usage increases of 52% in Word, 67% in Excel, and 11% in PowerPoint during the first weeks of general availability.[4] Those figures are useful as a signal that in-app agent behavior attracts attention, not as proof of durable productivity gains. First-week usage can reflect curiosity, rollout campaigns, or novelty. The better takeaway is narrower: when the agent can act where the file already lives, the barrier to trying it drops.

Agent 365: the boring layer that may decide the enterprise sale

Agent 365 is the governance layer Microsoft is attaching to this agentic push. Microsoft has said it manages 500,000 internal agents through Agent 365, generating 65,000 responses daily, and the service is priced at $15 per user per month as a standalone product or included in E7.[4] Those internal usage numbers do not prove that every customer will get the same value. They do show that Microsoft is treating agents as managed workplace objects, not just clever prompts.

That matters when agents begin touching emails, meetings, files, and workflows at scale. The uncomfortable question is not whether a user can make an agent do something impressive once. It is whether the organization can inventory agents, govern permissions, apply data controls, and investigate what happened when an automated action creates a problem. Agent 365 and Purview are Microsoft’s answer to that problem.

Where Claude Cowork Pro is the better fit

Claude Cowork Pro is strongest when the buyer does not want the agent’s usefulness to depend on a Microsoft-centered environment. At $20 per month, it offers scheduled tasks, local desktop-style work, local file processing, and more than 38 third-party connectors.[5] For a consultant moving between client systems, a researcher juggling PDFs and web tools, or an operator who lives across several SaaS products, that flexibility is not a minor convenience. It is the workflow.

The tradeoff is containment. Claude Cowork can be attractive precisely because it is not waiting for the Microsoft tenant to bless every path. But that also means it does not give a Microsoft 365 administrator the same native governance posture as Copilot Wave 3. If the organization’s risk model requires centralized identity, policy, audit, and data-loss controls around agent actions inside Microsoft 365, Claude’s flexibility does not erase that gap.

The EU and UK caveat cuts in an interesting direction. Microsoft’s use of Anthropic models in Copilot may require admin opt-in for UK and EU regions because of GDPR-related data boundary considerations.[6] That does not make Claude Cowork unsuitable for Europe, and it does not make Copilot unavailable across the board. It does mean model choice and regional data controls are not just technical footnotes. They can affect what an admin is willing to enable.

Where ChatGPT Agents and Operator make more sense

ChatGPT Agents and Operator are the more natural choice when the work is primarily web-native: researching options, navigating sites, comparing information, and performing browser-based tasks. ChatGPT Plus is $20 per month, while Operator is centered on autonomous web research and browser execution. That gives it a different center of gravity from Copilot Wave 3. It is less about becoming part of a Microsoft tenant and more about acting through the web.

That distinction is useful because many agent demos blur the surface where the work happens. A procurement analyst collecting vendor information from websites has a different problem from a finance team editing a workbook governed by internal permissions. A market researcher who needs a browser agent to gather and compare public information may not care whether the agent can edit a PowerPoint deck in place. A department running controlled document workflows in Microsoft 365 should care a great deal.

The table makes Copilot Wave 3 look heavier because it is heavier. That is not automatically good or bad. Heavy is frustrating when a solo operator wants to move quickly. Heavy is useful when an organization has to explain access, retention, permissions, and agent behavior after the fact.

Pricing is not an apples-to-apples contest

The tempting comparison is simple: Microsoft E7 costs $99 per user per month, while Claude Cowork Pro and ChatGPT Plus are $20 per month. That comparison is tidy and mostly misleading. E7 includes Microsoft 365 E5, Copilot, Agent 365, and Entra Suite.[2] A standalone agent subscription does not replace the office suite, identity layer, compliance tooling, storage, email, meetings, or device and access administration a Microsoft 365 organization may already be buying.

Copilot Cowork also introduces usage-based economics through Copilot Credits at $0.01 per credit, with tasks categorized as light, medium, or heavy.[1] That makes the bill depend partly on what agents actually do. A team that runs many heavy delegated tasks will experience pricing differently from a team that mostly uses light assistance and in-app editing. Buyers should model task volume, not just seat count.

Microsoft says Copilot Cowork is 30% to 40% cheaper per task than Claude Cowork with its Microsoft 365 connector, based on internal testing of 125 runs.[1] Treat that as a vendor claim, not a settled benchmark. The sample is specific, the testing is internal, and the result depends on task design. It is still worth noting because task-based pricing can change the economics once agents move from occasional demos to routine work.

There is also a baseline adoption problem. As of early 2026, only 3% of Microsoft 365 customers, or 15 million paid licenses, had subscribed to paid Copilot.[7] Wave 3 is therefore not landing in a mature paid-Copilot world where every organization is simply choosing which advanced agent to activate. Many buyers are still deciding whether Copilot belongs in the standard productivity budget at all.

How to decide without turning the comparison into a feature lottery

A practical evaluation should start with four questions. They are less exciting than a demo reel and more likely to prevent an expensive mismatch.

  • Where does the work already live: Microsoft 365, a mixed SaaS stack, local files, or the browser?
  • What data must the agent see, and who is allowed to approve that access?
  • Does the agent need to act inside working Office files, or is guidance and web execution enough?
  • Who will govern agents after launch: individual users, team leads, IT, security, or compliance?
  • Is the budget being compared as a standalone subscription, a Microsoft 365 upgrade, or a usage-based agent workload?

A Microsoft-centered organization should pilot Copilot Wave 3 against tasks that cross real Microsoft 365 surfaces: prepare a meeting follow-up from Teams context, revise a Word document in place, clean an Excel workbook, or coordinate a workflow that touches email and files. A mixed-tool operator should test Claude Cowork against connector-heavy work and local file sets. A research-heavy user should test ChatGPT Agents against browser tasks where source discovery, comparison, and online execution are the bottleneck.

The wrong pilot is a generic demo contest. All three tools can look competent when asked to summarize a document or draft a plan. The differences appear when the agent needs permissioned context, persistent task handling, native editing, browser execution, or an audit trail that someone outside the enthusiastic pilot group will trust.

Decision map

Choose Copilot Wave 3 if Microsoft 365 is already the operational center of the organization and agent governance is part of the buying requirement. Copilot Cowork, Work IQ, Edit with Copilot, Agent 365, Purview, and Entra make the most sense when the agent needs to work with the same files, meetings, identities, and controls that employees already use.

Choose Claude Cowork Pro if the work is more cross-platform than Microsoft-native, especially when local file processing and broad connectors matter more than tenant-level Microsoft 365 containment. It is the more natural tool for users who need flexible agent work across a varied stack and can accept a different governance model.

Choose ChatGPT Agents or Operator if the work is mainly browser-based research and autonomous web activity. It is not trying to be the managed operating layer for a Microsoft tenant, and that is exactly why it can be the better fit for web-native tasks.

The category mistake is treating all three as interchangeable agent subscriptions. They are not. Copilot Wave 3 is a governed Microsoft 365 expansion, Claude Cowork Pro is a flexible cross-platform agent, and ChatGPT Agents are strongest when the browser is the workbench.
